This is my imagining of an old Luke Skywalker, now a Jedi Master. Dressed in traditional Jedi clothes he stands on tatooine awaiting his students in the heat of the two suns.

And why does he wear all black in Return Of The Jedi?
The New Jedi Order is the order Luke Skywalker establishes. The Solo kids become a part of it, he opens up a Jedi Temple on Yavin IV, etc. There are numerous changes to the New Jedi Order -- one of the biggest differences being that love is no longer forbidden. Luke himself marries Mara Jade, once one of the Emperor's Hands (a Dark Jedi) and they are allowed to form attachments. This is in part, I believe, to avoid the lies that can twist and corrupt a Jedi. Rather than being forced to hide their love, they can freely express and show it thus freeing them from guilt, lies, etc.
The New Jedi Order has slightly different rules but all the same, they're still Jedi. The core tenets and beliefs are the same. They are warrior monks -- they fight for peace. Why would they abandon the traditional robes that have been the style of Jedi wear for millenia? The point of the robes is mixing monk robes and martial arts outfits (a blend of western and eastern styles) -- the robes pretty much reflect the Jedi way of life. No need for that to change.
As for why Luke wore black? Well from a non-universe perspective: to make Luke mirror Vader -- he is his son after all, both have robotic hands, both were trained by Obi-Wan, etc. The difference is that Anakin gave into temptation while Luke did not (though he briefly does in the EU)... it also reflects the Prequels since Anakin as a Jedi Knight wore dark/black-colored Jedi Robes. As for an in-universe explanation -- maybe it actually ties into Luke's own darkness within him. Rather than giving in, he is able to fight against it. He faces his fears rather than letting them consume him like Anakin did. Also, he wore black during ROTJ but wore white during ANH and beige in ESB... as he ages, he becomes the Yoda/Obi-Wan figure for the NJO, the other Jedi look up to him, he's grown up. He names his kid after Ben -- I'm pretty sure as an adult he'd wear traditional Jedi robes.
I just have an issue with the traditional jedi robes in and of themselves.
Luke's Jedi Order is somewhat of an upstart rag tag Jedi are they not? I just wouldnt imagine that the new jedi order would be so traditional in clothing choice. It's a small thing really.
Plus the black outfit is badass.
In any of the graphic novels I have read,Luke as a full jedi never wears the Obi Wan type robe. He wears the black costume or something all together different. I dont think I saw Katarn in the traditional Jedi robe or Mara Jade. I'd just prefer if they wore what they wanted because it's a new era after all.
